The main goal of the HRSN is to improve the safety and security in public spaces, once we’ve learned that past protective approaches are not enough, aware of the intrinsic vulnerabilities of these so-called “soft targets” that result from their open nature and public character, as well as the involvement of a high-volume number of assistants that can be potential victims of this new type of criminal and terror acts. The network aims to keep the openness and inclusiveness nature of European public spaces without resembling fortified, avoiding to constrain their daily use for social interaction and collective living, reducing vulnerabilities, mitigating the consequences of attacks and improving cooperation among responders.

As mentioned in the Public Spaces Protection Plan, High Risk Security Network brings together representatives of specialized law enforcement units responsible for the protection of high risk public spaces, providing a platform for common training and joint exercises, in order to support Member States in improving their preparedness against current and future threats and enhancing their capacity to react in case of an attack.

The Network is a branch of the Migration and Home Affairs (DG-HOME) and it is financed with the Internal Security Funds (ISF), composed by 28 members (units/institutions), from 21 countries: Austria, Belgium, Bulgaria, Cyprus, Chez Republic, Denmark, Estonia, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Spain, and The Netherlands. As associated members, with the status of observers, it counts with additional partners, from Norway, Slovakia, United Kingdom, United Stated of America, Ghana, Kenya and Senegal, as well as Atlas network and DG HOME D2. CT Unit.

The HRSN is divided 5 working Groups, with a different development scope and focus, aiming for learning faster and better together, taking a collective advantage of the security challenges we face daily back in each member country

WG 1: Risk Assessment

In coordination with the Protective and Security Advisors program (PSA), the WG is focused on identifying, detecting, deterring and mitigating the threats. The PSA program enables the network to provide experts to assess the CT security aspects of civilian critical infrastructures, transport nodes, big events and public spaces, in general, taking better advantage of the knowledge and expertise of the HRSN members.

WG 2: Tactical UAS / C-UAS

It approaches the theme of UAS and countering UAS in public spaces with the focus on soft targets, actively developing guidance at the technical, tactical and operational level. With this WG, the network is able to provide guidance and support, if needed, with UAS and C-UAS teams for the protection of public spaces, especially during high complex major events in European ground. It can also provide tactical training in the use of these devices, sharing knowledge and expertise to appointed units with UAS/C-UAS capabilities in this quickly evolving technological environment

WG 3: Tactical Rescue Response

It gathers first response Instructors and high-level operators in order share good practices and methodology on the skills development in reaction to active attackers’ incidents. Field training exercises scenarios for operators, tactical analysis, discussions and immediate manage of Multiple Victims are prepared, aiming for saving lives of first responders in action

WG 4: Human Factor

It focusses on training officers on their soft skills needed to face incidents related to the HRSN field and how to detect hostile behavior, aiming to anticipate and better prevent mass casualties and terror attacks.

WG5: Protective Security Advice and Coordination for Major Incidents

Currently, there is inconsistency in experience across EU members states in managing the wider risks associated with major incidentes and attack planning. This WG will deliver a set of core principal roles and responsabilities along with supporting training, documentation and information to allow for the effective management of wider risk outsider of that being managed by the emergency response at the scene. This will ensure that commanders are better supported with accurate and consistente threat information, able to consider and evaluate risks, understand options available to mitigate those risks, and deliver well-considered defensible options nationally acroos their portfolio areas.

HRSN ACTIVITIES 2024/25

The Portuguese Chairmanship of the High-Risk Security Network began on January 1, 2024, under the leadership of the Guarda Nacional Republicana Public Order Intervention Group. The transfer of authority took place on November 16, 2023, in Logroño. The upcoming timeline aims to showcase all activities undertaken by the network, not only by the chairmanship but also by all its members, from the most recent to the earliest.

12 February

Presidency Handover and General Conference

HRSN General Conference held in Lisbon, Portugal, at the GNR Intervention Unit Headquarters, the GNR – Guarda Nacional Republicana (GNR) formally handed over the Presidency of the High Risk Security Network (HRSN) to the French Gendarmerie nationale .

This handover marked the conclusion of Portugal’s 2024–2025 Presidency, a mandate focused on strengthening operational cooperation, enhancing technical capabilities, promoting specialised training, and consolidating the exchange of best practices in the protection of public spaces. Over the past two years, the network further reinforced interoperability and mutual trust among its members, contributing to a more coordinated and resilient European security framework.

2 to 6 February

EU Protective Security Advisory (PSA) Training,

Within the framework of the High Risk Security Network (HRSN), four officers from the Portuguese National Republican Guard (GNR) took part in the EU Protective Security Advisory (PSA) Training, held in Brussels .

This participation strengthens advisory capacities in the protection of public spaces and critical infrastructure and reinforces the exchange of best practices among EU PSA experts

22 January

HRSN participed in the Military Academy “VIII Security Seminar – The use of UAVs in operational activities: perspectives and challenges”,

Sharing achievements, lessons identifyed and ongoing activities regarding the C-UAS capability development, aligning efforts and perspectives among internal security actors and defense.

20 January

Webconference marking a key milestone in the Portuguese Presidency cycle

Each Working Group had the opportunity to present the activities and deliverables developed and implemented over the past two years, demonstrating how strong cooperation produces concrete outcomes and enhances operational capability.

We were honoured to have the session opened by Mr Valerio Liberatori, representative of the European Commission (DG HOME), Unit D.2 (Counter-Terrorism), reinforcing our shared commitment to protecting public spaces across Europe.

This webconference also served as an important bridge to the incoming Chair, the French Gendarmerie Nationale, enabling continuity between what has been achieved and what comes next as they assume the chairmanship on 1 March 2026.

15 January

Meeting convened by the Unit D.2 Counter-Terrorism | European Commission, aiming to collect inputs from Member States for the forthcoming EU Action Plan on drones and C-UAS

This initiative reflects a strong commitment and cross-cutting effort regarding on developing internal security colective capabilities against the malicious use of drones, specially in what concerns public spaces, critical infrastructures, mobility and EU’s external borders, in close coordination with the defence domain.

The Action Plan under development follows a resilience-cycle approach, structured around three main pillars:

• Prevention, including regulatory measures and the promotion of relevant technical solutions;

• Detection and identification, with a focus on interoperability, situational awareness and capability integration;

• Response, covering mitigation and neutralisation of threats.

The meeting allowed to gather operational experience, identify national needs and technical contributions from authorities and specialised networks, in order to support a more operational, coherent and complementary European instrument, aligned with existing national efforts.

The HRSN will continue to actively engage these initiatives, contributing to a pragmatic European approach based on real capabilities, inter-institutional coordination and strengthened resilience

12 to 14 January

HRSN WG2 Workshop in the facilities of the Intervention | Portuguese Guarda Nacional Republicana.

From 12 to 14 January 2026, Lisbon hosted the, in the facilities of the Intervention | Portuguese Guarda Nacional Republicana.

Activities developed over the past two years were anylised and debriefed, ongoing work reviewed, objectives and follow-up actions identified, aiming to ensure lessons learned and continous capability development in the UAS & C-UAS tatical domain, contributing significanly to boost its role in the protection of public spaces. Updates regarding recent threats and trends were shared among representatives, as well as the continuous exchange of experiences and operational lessons identifyed.

These working sessions reinforce coordination, information sharing, capabilities development and collective commitment within HRSN, contributing to a shared understanding of current challenges and future priorities.

15 to 19 December

First Responder Tactical Training for Kenya’s Security and Military Forces

HRSN participated in a “First Responders Tactical” training course, conducted at the Guardia Civil Rapid Action Unit, in Logroño (Spain), under the framework of the European Union Public Spaces+ project.

This activity aimed to better prepare participants for the protection of Public Spaces, as first responders to terror threats. The HRSN expert provided a valuable contribution in the areas of preventive patrolling, chaos control following an event, and command and control in crisis management situations.

​This joint effort equipped Kenyan’s participants with the necessary tools to train their own personnel, highlighting the HRSN role in support of other European projects and international partners.

17 to 18 December

Explosive Trace Detection Equiment Workshop

HRSN participated in a workshop concerning the use of Explosive Trace Detection Equiment, currently being trialled by the Polish police across its entire railway network.

The activity gathered representatives from HRSN, Polish Border Guard , Polish Police Railway Warsaw Unit, Polish State Railways, Polish Internal Security Agency, manufacturing company of the tested device, European Commission and Joint Research Center, Europol and the Belgian police, sharing their experience and knowledge regarding similar devices, aiming to align efforts for the development of those capabilities.

16 to 17 December

Cooperation with EU Project Public Spaces+

in the facilities of Guardia Civil La Rioja, Logroño, Spain, the HRSN had a coordination meeting with the direction of the project Public Spaces +, aiming to enhance the support with training experts, regarding the capacity building of Ghana, Kenya and Senegal Police Forces.

The awareness on the HRSN framework and ongoing efforts, the selection of network experts for the activities, the review of the “First Responders” training package and the planning for the future project program, highlighted the importance of this partnership, aiming for a safer and more secure Europe in a better world.

9 to 10 December

HRSN WG1 and PSA Hostile Surveillance workshop

Brussels hosted two key HRSN activities. The WG1 members reviewed ongoing projects, assessed current developments and defined upcoming priorities. The session reinforced the importance of harmonised approaches and strong cooperation across all partners, in the risk assessment area. The Hostile Surveillance PSA subgroup build on a shared understanding of current hostile surveillance trends with the HRSN WG1, aligning efforts and future workstreams between both groups.

4 December

EU Forum Protection of Public Spaces | FPPS

HRSN representatives participated in the FPPS, providing, among public and private security stakeholders, law enforcement networks and EU authorities, an update on the network framework, structure and activities. Visons, perceptions, data, ongoing projects and specific concerns about security threats in public areas and places of worship were discussed, as an important step in strengthening cooperation among partners, aligning efforts for a better response to current and future challenges.

1 to 2 December

Operation David

HRSN deployed 2 C-UAS teams (from Portuguese Guarda Nacional Republicana and French Gendarmerie Nationale), working together with the Irish Garda Síochána Armed Support Unit, in the “Operation David”, aiming to reinforce security measures for the Ukrainian President, Volodymyr Zelensky, visit to Ireland.

Counter Unmanned Aerial Systems (C-UAS) specialized resources were provided, through the network Pool&sharing mechanism.

HRSN Steering Group meeting

The HRSN Steering Group gathered in Albufeira, from 26 to 28 November, for a strategic meeting focused on reviewing the ongoing activities, analysing current challenges and redefining priorities for the upcoming cycle.

The sessions allowed members to assess progress, consolidate deliverables and build on lessons identify for the 2024-2025 cycle.

A key part of the agenda was the preparation for the upcoming Chairmanship handover to the Garde Républicaine from French Gendarmerie nationale , as an important step in strengthening cooperation and maintaining the Network’s long-standing commitment to build a safer and more secure Europe in a better world.

13 to 17 November

MotoGP Grand Prix Valencia

the High Risk Security Network (HRSN) contributed to the security operation of the MotoGP Grand Prix in Valencia, working in cooperation with the Spanish authorities.

Through the network’s Pool & Share mechanism, specialised C-UAS (Counter-Unmanned Aircraft Systems) capabilities were deployed, with the participation of GNR – Guarda Nacional Republicana personnel operating alongside the Guardia Civil GAR unit. Their work ensured continuous monitoring of low-altitude airspace throughout the event.

This joint effort highlights once again the value of European cooperation — strengthening collective readiness and contributing to a safer operational environment.

11 to 13 November

2nd edition of the “Search, Detect and React” training

The 2nd edition of the “Search, Detect and React” training course, develop and conducted by HRSN Working Group 4 took place in Athens, hosted by EKAM from Hellenic Police , from 11 to 13 November.

The activity aimed to better prepare police first responders to prevent critical incidents in public spaces, with a strong focus on anticipating suspicious behaviours and emerging threats.

Special thanks to the Ελληνική Αστυνομία for their outstanding support and cooperation throughout the training. Your professionalism and commitment were key to the success of this initiative.

6th webconference “JRC technological tools in support of public spaces protection”

The 6th webconference “JRC technological tools in support of public spaces protection” aimed to reinforce awareness on the operational value of JRC digital tools.

The EU Joint Research Centre presented its technological capabilities and developments, followed by the Portuguese GNR – Guarda Nacional Republicanaa, which provided two case studies illustrating the application of these tools in a major international event and in a critical infrastructure. The session also incorporated lessons identified from the Security and Policing Model implemented at the Shrine of Fátima.

We express our gratitude to the JRC for its permanent cooperation and technical support and to the GNR for sharing its operational experience and insights.

7 to 9 November

HRSN Participation MotoGP Grand Prix | Portimão

From 7 to 9 November, the High Risk Security Network (HRSN) took part in the MotoGP Grand Prix in Portimão, supporting security operations alongside national authorities.

Through the Pool & Shared mechanism developed by the network, additional C-UAS (Counter-Unmanned Aircraft Systems) expertise was deployed, with valuable support from colleagues from Latvia and the Netherlands.

This joint effort once again demonstrates the strength of European cooperation — contributing to a safer and more resilient Europe.

27 to 31 October

First Responder Tactical Training for Ghana’s Security and Military Forces

HRSN supported the training of ten officers from Ghana’s police and military authorities, at the Guardia Civil facilities in Logroño, Spain, under the framework of Public Spaces+ EU project.

​In coordination with the military from the Grupo de Acción Rápida (GAR) of the Guardia Civil, who are responsible for the project, a Portuguese GNR – Guarda Nacional Republicana expert officer was deployed. This officer provided training on preventive patrolling in the context of terrorist threats, chaos control following an event, and command and control in crisis management situations.

​This joint effort between both European security forces and Ghana’s institutional authorities equipped the participants with the necessary and adequate tools to train their own personnel in terrorism prevention and response scenarios.

C-UAS Workshop & Prize Contest

HRSN participated in the Frontex, the European Border and Coast Guard Agency C-UAS Workshop & Prize Contest, held on 29–30 October 2025 at the Portuguese Air Force (Força Aérea Portuguesa ) Field Firing Range in Alcochete, Portugal.

Co-organised by Frontex and the Portuguese Air Force, the two-day programme combined contextual briefings with live demonstrations by finalist companies, assessed in complex, border-like scenarios with a focus on effectiveness, interoperability and operational integration.

Through its participation, HRSN strengthens cooperation with EU security actors and contributes to advancing Counter-UAS innovation, resilience to hybrid threats and the protection of public spaces and critical infrastructures.

28 to 30 October

HRSN WG3 – Tactical Rescue Response Meeting | Lisbon

From 28 to 30 October, the High Risk Security Network (HRSN) WG3 – Tactical Rescue Response coordination meeting took place at the GNR – Guarda Nacional Republicana Intervention Unit(GNR – Unidade de Intervenção ) Headquarters in Lisbon.

The main focus of the meeting was the development of a set of operational guidelines to support first responders in effectively responding to active attacker situations.

Representatives from Working Group members shared experiences, strengthened cooperation, and contributed to building a safer and more secure Europe.

Countering Class I UAS Data Exchange Format

HRSN participated in the 2nd NATO Custodian Support Team meeting for STANREC 4869 — “Countering Class I UAS Data Exchange Format”, held on 27 October 2025, in The Hague, Netherlands.

The session gathered 35 @NATO participants from technical agencies and research institutions to advance cooperation on data exchange and interoperability in Counter-UAS operations.

The meeting reviewed progress on the development of the SAPIENT data model, lessons learned from recent Technology Interoperability Exercises and current challenges in sensor fusion, cyber resilience and standardised track management.

Participants further explored the integration of situational awareness and Command and Control (C2) tools, including new middleware solutions that enhance real-time coordination between sensors, operators and decision-makers.

Through its participation, HRSN reinforces the link between EU and NATO efforts in the field of C-UAS innovation, interoperability and hybrid threat resilience, contributing to the collective protection of public spaces and critical infrastructures.

13 to 15 October

EU-India Joint Training on Special Forces Counterterrorism Tactics, UAS Operations and Critical Infrastructure Protection

HRSN participated in the EU-India Joint Training on Special Forces Counterterrorism Tactics, UAS Operations and Critical Infrastructure Protection, held from 13 to 15 October 2025 at the National Security Guard (NSG) Training Centre in Manesar, India.

This first-of-its-kind engagement between HRSN and ESIWA+ brought together India’s National Security Guard (NSG) and European law enforcement experts from the Guardia Civil (Spain) and the Guarda Nacional Republicana (Portugal). The training focused on Counter-UAS (C-UAS) operations, tactical coordination, and the protection of critical infrastructure and mass events against emerging drone-related threats.

The three-day programme combined tactical and technological modules, including joint simulation exercises in urban environments, enabling participants to test and strengthen real-world response capabilities. Discussions addressed future challenges, such as FPV and 5G-linked drones, the use of AI and directed-energy technologies, and the development of shared drone signature databases.

A total of 23 participants from eight institutions took part, reaffirming the growing partnership between the European Union and India in the field of counterterrorism and hybrid threat prevention.

8 to 9 October

Protective Security Advice and Coordination for Major Incidents Workshop

he workshop brought together representatives from multiple European countries, alongside national and local security services, including the Lisbon Municipal Police(Polícia Municipal de Lisboa), National Authority for Emergency and Civil Protection (Autoridade Nacional de Emergência e Proteção Civil), National Institute for Medical Emergency (INEM – Instituto Nacional de Emergência Médica), National Security Advisors for the President of the Portuguese Republic, GNR Operational Command and different Territorial Units head of operations (Porto, Aveiro, Lisboa, Setúbal e Faro).

Over two intensive days, participants enhanced their understanding of key protective security functions, roles and inter-agency coordination procedures, going through scenario-based exercises and joint discussions that will ensure a stronger collective response proficiency in future crises situations.

This initiative represents another significant step towards an European protective security collaborative approach, fostering operational readiness and resilience against complex security challenges.

8 to 9 October

Group on Countering Threats Posed by Drones

The coordinator of the HRSN WG2 participated on October 8th and 9th in the Sixth meeting of the informal Commission Expert Group on Countering Threats Posed by Drones (C-UAS Group), held at the Joint Research Centre (JRC) in Geel and at DG HOME facilities in Brussels.

During this workshop, national representatives from EU countries on C-UAS, along with several European Commission organizations, shared experiences and knowledge with the aim of creating a common European framework for combating the use of unauthorized drones.

7th Law Enforcement Network Working Group Meeting

HRSN Together with the chairs from AIRPOL, AQUAPOL, ATLAS, EEODN, EIFS, ENLETS, ESG, HRSN, JRC, PSA and RAILPOL, among representatives from EUROPOL and other EC projects and initiatives related to the protection of Public Spaces, aiming to share updates and developments on each area of responsibility.

Second “Advanced Operators Counter-Unmanned Aircraft Systems (C-UAS) Training

The HRSN and the Joint Research Centre (JRC), under the European Commission’s Directorate-General for Migration and Home Affairs, co-organized this Course at the JRC-Geel premises. The training combined tactical and technical knowledge, following the best European practices in this important field.

22 to 24 September

Civil-Military Cooperation in the Indo-Pacific during Humanitarian Assistance and Disaster Relief (HADR)

HRSN participated in the “Civil-Military Cooperation in the Indo-Pacific during Humanitarian Assistance and Disaster Relief (HADR)” international workshop, held from September 22 to 24, 2025, in Kuala Lumpur (Malaysia), organized by Enhanced Security in the Indo-Pacific Region (ESIWA+). The event brought together armed forces, security forces and civil protection representatives, from several countries in the Indo-Pacific region and European partners, aiming to strengthen cooperation and interoperability in humanitarian assistance and disaster response missions. An expert from GNR Emergency Protection and Relief Unit (@gnr_ueps ) shared its urban search and rescue (USAR) mission experience in Turkey, in 2023, highlighting the ability to operate in international crisis contexts, combining military and security aspects. Guiding principles in humanitarian scenarios, coordination with local authorities, respect for cultures and command structures were also highlighted.

On the July 23rd, HRSN had a coordination meeting with our project partner “Public Spaces+”, who is actively supporting the protection of public spaces and prevention of terrorist attacks capabilities development in Kenya, Senegal and Ghana, aiming to work closely with our network, through the organization of training programs in key areas, the development of operational technical guidelines and the support of specialized equipment, combining training, field visits to real operations and seminars, aligning efforts for a “Safer and more Secure Europe, in a better World

From 14 to 18 July, an EU Protective Security Advisors (PSA) and HRSN team carried out a mission at Boom Festival, aiming to assess the ongoing security operation and provide specialized resources for C-UAS and CBRN capabilities, under the network’s Pooling & Sharing mechanism.

🛰️ Operational Results:

A total of 22 unauthorized drone flights were detected.

🚫 2 signal-jamming interventions were executed using frequency inhibitors, resulting in 2 administrative offense reports.

C-UAS HRSN team, combining experts from Spanish and French colleagues provided supported the Latvian police during the Youth Song and Dance Festival, in Riga

From 11 to 13th July, a C-UAS HRSN team, combining experts from Spanish and French colleagues provided supported the Latvian police during the Youth Song and Dance Festival, in Riga, focusing on drone surveillance and public safety. Several drones were detected and operators safely intercepted. An intense and rewarding work was developed, under the HRSN Pool & sharing mechanism, were network specialized resources are made available to support high risk major events, contributing actively to build a stronger international cooperation at the tactical level, as always, together “for a safer and more secure Europe in a better world.

Outstanding HRSN Webconference

The 5th HRSN Webconference was proudly led by Working Group 4 – Human Factor, with a remarkable added value.
Dr. Benjamin van Gelderen, Police Commissioner from the Dutch National Police, presented a powerful real-case analysis on “insider threats”, offering operational insights and lessons learned.
From NaCTSO (UK), Ms. Heather Tosley and Sergeant Peter Lucas shared guidance on identifying and disrupting hostile activities, with a strong focus on the “Project Servator” experience, currently in operation within the Metropolitan Police. The available “Search, Detect and React” training package, already piloted in Lithuania by WG4, was also pointed as an impacting protection of public spaces tool – future editions will be conducted in 2025 and 2026, aiming also for a train the trainers approach development.
We were honoured by the presence of Mr. Valerio Liberatori, from the European Commission’s DG HOME, whose presence reflected the close cooperation with HRSN, aligning efforts with other Law Enforcement Networks and partners across Europe.

HRSN Steering Group meeting

The HRSN Steering Group met online for an update on the ongoing activities and future priorities.
Valerio Liberatori, from the European Commission’s DG HOME, joined the opening, as sign of recognition for the relevant HRSN’s role in strengthening the protection of public spaces across Europe.
The event gathered Steering Group members and leaders from the five Working Groups, with representatives from Portugal (current Chairmanship), Spain (former Chairmanship), France (Vice-Chair and next Presidency), Ireland, Belgium, Netherlands and United Kingdom, as well as the Protective Security Advisor program coordinator.
In addition to updates from each Working Group, regarding achievements, needs and challenges ahead, the upcoming European Commission 2026 Field Training Exercise was introduced, aiming to bring together Europe’s main Law Enforcement Networks for an activity in Portugal, under the coordination of HRSN.
France, as incoming HRSN Chairmanship from 1 June 2026, introduced the preparatory planning for the next cycle, reaffirming the network’s ability to ensure continuity and a shared strategic vision, as has been the case since its foundation in 2018.

WG3 training in Logroño, Spain.

From 16 to 19 June, the High Risk Security Network (HRSN) reinforced its ongoing commitment to a safer and more secure Europe in a better world, through the activities of Working Group 3 – Tactical Rescue Response.
The training took place at PEFE – Polígono de experiencia de fuerzas especiales, of the Unidad de Acción Rural (UAR) of the Guardia Civil, in Logroño, Spain.
Led by An Garda Síochána (Ireland), WG3 focused on strengthening the preparedness of first responders in active attacker scenarios, with the common goal of saving as many lives as possible.
This edition brought together experts from seven countries – Ireland, Portugal (Presidency), Spain, Czech Republic, Lithuania, Latvia, and Estonia – in a joint effort to promote operational interoperability and effective crisis response.
The realism and complexity of the scenarios were enhanced by the valuable support of the Emergency Medical Services from La Rioja, DYA from Navarra, the Spanish Army, and several civil companies that contributed to recreating highly realistic training environments.
The outcomes were outstanding, clearly demonstrating the added value of interagency collaboration and multinational cooperation.
The HRSN extends a special word of gratitude to the Grupo de Acción Rápida (GAR) of the Guardia Civil, WG3 member, for the exceptional hospitality and unwavering operational support.

EU Forum Protection of Public Spaces

HRSN participated in the EU Forum Protection of Public Spaces, on the 18th June, updating our partners and stakeholders about the network framework, activities and ongoing challenges, aiming to better work together for a Safer and more Secure Europe, in a better World.
A particular highlight was given to the real time information sharing, risk assessment methodology, pool and sharing mechanism and training packages recently implemented, particularly in the area of UAS & C-UAS and predictive behaviour, among other initiatives.

An international exercise that brings together military and police forces to test integrated responses to drone-related threats.
With real-world scenarios and live demonstrations, the event is an opportunity to explore practical cooperation and enhance operational coordination across borders.
DV-Day was on 5 June, showcasing the full capabilities deployed on the ground and providing a platform to share experiences and lessons learned.
The HRSN team is on-site to collect input that will inform future strategic and technical efforts within the network.

From May 21st to 23rd, the High Risk Security Network (HRSN) on Protective Security Advice and Coordination for Major Incidents held a productive meeting in Lisbon.

The HRSN proudly joined the INVICTM Forum 2025

Held at the Calouste Gulbenkian Foundation in Lisbon, under the theme “From Crisis to Collaboration: Strengthening Victim Support through Cooperation, Technology, and Resilience.”
Organised by INVICTM and supported by key partners such as Victim Support Europe, APAV – Associação Portuguesa de Apoio à Vítima, and the Leadership in Counter Terrorism Alumni Association (LinCT-AA), this international forum brought together experts, practitioners, and policymakers from over 20 countries, united in their commitment to improving support for victims of terrorism and mass violence.
The HRSN highlight the forum’s key takeaways — from adopting victim-centred strategies and leveraging AI through EU-funded initiatives such as STARLIGHT, to recognising the vital role of family liaison officers and the importance of psychosocial resilience in mass victimisation contexts.
These exchanges are essential to strengthening international cooperation, building operational capabilities, and ensuring that victims’ voices remain at the heart of all crisis response efforts.

Joint team from the High-Risk Security Network and PSA program, paid a two-day visit to the Guarding and Protection Unit

Last week, a joint team from the High-Risk Security Network and PSA program, paid a two-day visit to the Guarding and Protection Unit (Bewakingseenheid) of the Dutch National Police in The Hague.
During this visit, the team was given insight into the Unit’s national Command and Control structure as well as its equipment and operational capabilities. Ideas and different concepts/perspectives were exchanged with a focus on the guarding, protection and securing of large-scale and high-risk events.
At the end of June, the NATO Summit will take place in The Hague.

Working Group 2 meeting in Cascais

From April 21st to 23rd, 2025, Cascais hosted the meeting of the High Risk Security Network (HRSN) Working Group 2, focused on sharing network updates, operational planning, and the development of new specialised training initiatives.
Among the key outcomes, the roadmap for the next Advanced C-UAS Operators Course was established — a strategic step to enhance technical and tactical capabilities across European operational teams.
The meeting also advanced the preparation of joint trainings and exercises, strengthening a coordinated and interoperable response among partners.
A special thanks to the Municipality of Cascais, whose support and collaboration were essential to the success of this event.

The 3rd EU Protective Security Advisors Annual

The 3rd EU Protective Security Advisors Annual conference took place on 2 and 3 April in Brussels, involving 75 participants from EU Members States, along with US PSA members, NYPD and US DHS/CISA. Australia Queensland Police also joined, offering an insight on their Olympic Games preparations.
PSA last year activities were reviewed, looking ahead for priorities, both in terms of high-risk public spaces, VIP events and critical infrastructure assessment missions, in support of EU Member States.
The HRSN and PSA cooperation growth , in the multilayer dimension of public spaces protection, were very welcome for all the participants, aiming together for a Safer and Secure Europe, in a better World!

Scenarios involving an attempted hijack and the prison break of detainees while in transport to a court of justice where develloped, aiming to share experiences and knowledge on tatical, techniques and procedures for 1st responders in emergency situations.
The event brought together experts from 10 different european countries.

HRSN at the 3rd Meeting of the European Commission Expert Group on C-UAS

The High Risk Security Network attended the third meeting of the European Commission’s expert group on countering drone threats (C-UAS) in Brussels.

The meeting emphasized the growing importance of international cooperation against hybrid threats, as well as the operational challenges and technological innovations in the C-UAS field. Various countries shared experiences on the deployment of drone detection and mitigation systems, with a focus on the need for constant updates to address evolving threats.

HRSN attended the EU Explosive Detection Dog Working Group

he HRSN recently attended the EU Explosive Detection Dog Working Group meeting in Brussels on 8-10 July. The meeting was attended by the Ukrainian authorities, who highlighted the benefits of using explosive detection dogs in warfare. The dogs were provided as part of the EU’s assistance to Ukraine through a project set up by the European Commission, which has trained and donated 50 explosive and mine detection dogs to the Ukrainian authorities. This is a European project led by the Directorate-General for Migration and Home Affairs (DG HOME) and the Foreign Policy Instrument (FPI), in cooperation with the police and military services of the Member States, the US authorities and the Ukrainian services (Armed Forces, State Emergency Service and Border Guard). In addition, the Member States of the Working Group continued to focus on the development of content on this important issue.

The EMPACT FIREARMS DRIVER delivered a presentation on arms trafficking and its effects on the security of public areas, while the Police Education and Service Training Unit from Police of the Czech Republic discussed an active shooter incident that occurred at the Faculty of Philosophy, Charles University in Prague last December.

Protective Security Coordinators Course

HRSN participated in the Protective Security Coordinators Course organised by National Counter Terrorism Security Office (NaCTSO). The course was attended by 28 participants, including network members from the UK, Portugal, and Estonia, and was held at NaCTSO’s premises at the Business Centre in London.
The course aims to enhance participants’ ability to manage security incidents and emergencies and to build relationships with relevant stakeholders to ensure a coordinated and comprehensive approach to protective security.

Security at the Shrine of Fátima – Portugal

From 11 to 13 May, the High Risk Security Network (HRSN) participated in the celebrations of the 107th anniversary of the apparitions of the Virgin Mary at Fátima, through the Intervention Unit of the Portuguese Guarda Nacional Republicana and the European Union Protective Security Advisory Programme (EU PSA). The HRSN worked with the PSA to assess the threats to the Shrine of Fátima (Portugal) and supported the security of the event through the network’s pooling and sharing system of Counter Unmanned Aerial Systems (C-UAS) resources and radiological and chemical detection equipment.
